JOB SUMMARY:
This position is responsible for providing financial reporting, budgeting and financial analysis activities which will contribute to the fiscal well being of the facility.
1 Participate, with senior management, to develop strategies and proposals for business ventures, acquisitions and programs
2 Develop analytical approaches which are appropriate to various financial and operational analyses, determine data requirements, accumulate and analyze data, and apply technical knowledge in analysis and problem solving
3 Effectively communicate, both orally and in writing, findings and recommendations
4 Provide ongoing analysis of operational and financial performance. This position is responsible for development and maintenance of a standard productivity system and continued evaluation of system
5 Preparation of annual operating and capital budgets for all operating units and develop policies, procedures and controls which will ensure a sound and efficient budgeting process
6 Provide monthly reporting of actual and budgeted departmental operating results on both a fixed and variable basis and for analysis of operating variances
7 Responsible for capital planning and the budgeting of capital assets including analysis of capital capacity, management of capital plan development and capital budget preparation
8 Establish a statistical data base which will provide consistent units of service for internal and external reporting, and daily production of activity reports for each hospital
9 Oversee the testing of functional areas to ensure successful implementation of new software and software upgrades and manage implementation and maintenance of the decision support system
10 Provide quality service to clients within and outside the facility on a timely basis
11 Integration of operational and capital budgeting and capital asset accounting, for the new acquired/affiliated entities to ensure efficiency of the process and consistency in financial reporting for all hospitals
12 Development of a consolidated budgeting process for both the operational and capital budget. This includes development of effective, efficient process education and completion on required deadlines
13 Assure smooth, efficient department operation through maintenance of employee morale and proper selection, training and development of staff
14 Implement changes in finance policies through development and implementations of appropriate procedures
15 Ensure preparation of timely and accurate reporting from the decision support system and ensure accurate analysis and reporting based on data from this system and establish and maintain effective process for financial forecasting and operational and capital budgeting
16 This position must exercise considerable initiative, independence and judgement regarding analysis of operations identification and resolution of problems, development of recommendations and communication of these recommendations to management.
17 Decisions to be referred to this position are recommendations effecting financial strategy, deviations from policies or guidelines and approval of department budget
18 Very strategic role; this position must always see ahead clearly and anticipate future consquences and trends accurately. Has a broad knowledge and perspective and is future-oriented.
19 Responsible for managing the following positions: Manager/Supervisor of Budgeting, Manager/Supervisor of Decision Support and Revenue Coordinator. Responsible for management of the reimbursement and charge master responsibilities

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
• Bachelors Degree in Business from an accredited university, with emphasis on accounting preferred
• Five years of accounting financial experience with three of those years in healthcare accounting
• Previous managerial experience or a comparable combination of education and experience required

Knowledgeable of current and possible future policies, practices, trends and other information affecting the business and organization
Requires a high degree of expertise in accounting and auditing, as well as strong financial analysis skills
Requires proficiency with regard to computer methods and applications and government regulations/controls as they pertain to health care facility financial reporting

LICENSURE OR CERTIFICATION:
• CPA License is required
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
