Responsible for supporting the plans and preparedness projects for the hospital, including the Emergency Management Plan, crisis preparedness, outreach and education, business continuity, training and exercises. Also supports the development and maintenance of emergency preparedness and business continuity plans for the departments across the hospital, and the development and implementation of preparedness and outreach programs and activities to all stakeholder groups at the hospital.
POSITION SPECIFIC DUTIES (other duties as assigned)
1 Under general direction from the Administration Team, develops an effective emergency program and serves as the ley leader in planning, coordination of operations, community liaison to build the emergency program, and supporter of mitigation efforts.
2 Works with ongoing projects/programs and assist in developing, implementing, and maintaining programs, systems and procedures necessary to ensure maintenance of the hospital's emergency operations and emergency preparedness, response, recovery, business continuity protocols and policies consistent with the National Incident Management System NIMS) and the Incident Command System ( (ICS). Is responsible for coordinating
all of the components of the emergency management system in the jurisdiction. These components consist of fire and police, emergency medical service, public works, volunteers, and other groups contributing to the management of emergencies. Support the development and maintenance of emergency preparedness and business continuity plans for departments, and Centers across the facility. Collaborates with other local officials to
ensure all emergency and/or disaster related issues are exchanged to assist with facilitating future plan development and response effort coordination as well as to propose any alterations of emergency response procedures based on regulatory or technical changes, as well as any knowledge gained from outcomes of previous emergency situations. Review all emergency plans of our satellite facilities, organizations and/or medical facilities to ensure their adequacy
3 A) Supervises, coordinates and maintains the daily operation of the facility’s Emergency Management Plan
B) Maintains the facility’s Emergency Management operations in a continuous state of readiness
C) Conduct an annual HVA to determine facility’s risk for any type of disaster
D) Develop and maintain emergency plans for disasters identified in the HVA risk
E) Oversee the facility’s emergency operations plans and HICC when activated
F) Manage any disaster response or crisis management activities for the facility
G) Develop and prepare reports to fulfill any grant contract requirements
H) Manage the development and expensing of the emergency preparedness budget
I) Develop Policies and Procedures that facilitate compliance with all regulatory agencies (TJC, LACEMS, CDPH, OSHA, CMS etc…)
J) Provide warnings and emergency data to the organization and operations
K) Attend required monthly meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists.
L) Identify and maintain all contact information for community response partners and identify how they will be notified as a support during any disaster
M) Perform Incident Commander role during exercises, drills and real world emergencies O)Keep informed of activities or changes that could affect the likelihood of an emergency, as well as those that could affect response efforts and details of plan implementation
N) Apply for federal funding for emergency management
O) Coordinate disaster response or crisis management activities
P) Assist with the management and development of emergency notification messages using the hospital's emergency notification system
Q) Provide support at EOC meetings, events, and exercises including facilitation, preparing minutes and reports, and collecting and analyzing data
R) Prepare After Action Reports (ARR) or status reports that describe response and recovery efforts, needs and preliminary damage assessments.
S) Oversees all communication aspects of emergency management and/or disaster preparedness (i.e. REDDINET, HAM radio operations, Everbridge etc..)
4 A) Provide support with the planning, development, and facilitation of training for emergency responders and other identified key personnel on the facility to assist all individuals who may have a key role in emergency response
B) Establish a schedule of training and exercises to practice / test emergency plans and participate with the local community partners and local accrediting agencies
C) Design and administer emergency or disaster preparedness training courses that teach people how to effectively respond to major emergencies and disasters
D) Develop and perform tests and evaluations of emergency management plans in accordance with state and federal regulations.
E) Assist in the planning and implementation of tabletop, functional, and full-scale exercises
F) Conducts surveys to determine the types of emergency –related needs to be addresses in disaster planning or provide support to others conducting the surveys.

QUALIFICATIONS/JOB REQUIREMENTS:
EDUCATION:
Bachelor's degree in a related field is preferred
EXPERIENCE:
Preferred 2 years of experience in emergency planning/preparedness or Emergency Department that includes developing and maintaining plans and procedures and developing and implementing preparedness programs. Expertise in emergency communication tools such as two-way radios, satellite phones, and mass communication systems preferred. Completion of ICS 100, 200, 700, 800 preferred.
CERTIFICATIONS/LICENSURE:
Active California Registered Nurse licensure.
Basic Life Support certification (BLS) required.
OTHER SKILLS, ABILITIES & KNOWLEDGE:
Knowledgeable of the California Nursing Practice Act.
Able to understand and follow all policies, procedures, guidelines, rules and regulations of Nursing Service, Seton Medical Center, Title XXII.
Excellent communication and customer service skills.
