Overview

The Director of Information Technology, Informatics & Medical Staff Office provides technical and managerial leadership in establishing goals and priorities and in the overall management of day-to-day operations in the hospital facility. This position is directly involved in design, planning, operation, maintenance, and troubleshooting of the facility’s infrastructure including telecommunications (as applicable), desktop and server support, network cabling and wiring, informatics, help desk and medical staff office. The Director ensures continuity and alignment of the departments with the facility’s strategic and operational plans, and facility’s needs. The Director of Information Technology, Informatics & Medical Staff Office ensures that key information assets are continuously secure and well-integrated.

 

 

Responsibilities

POSITION SPECIFIC DUTIES (other duties may be assigned)
1. Assists with the planning and implementation of enterprise information systems to support distributed and centralized clinical and business operations.
2. Responsible for maintaining compliance in the Medical Staff Office with applicable regulatory agencies, i.e., Centers for Medicare/Medicaid Services (CMS), The Joint Commission (TJC), California Department of Public Health (CDPH), DHS; federal and state regulations; bylaws, rules and regulations of the medical staff and hospitals and policies and procedures related to the medical staff. Coordinates with quality department to ensure facilitation of both Ongoing Professional Practice Evaluation (OPPE) and Focused Professional Practice Evaluation (FPPE).
3. Demonstrates responsibility and accountability for departmental services. Serves as a liaison in ensuring Medical Staff applications, appointments, privileges, credentialing, and administrative support services for the medical staff, and appropriate health professionals are coordinated in a thorough, accurate and timely manner. Ensures that minutes accurately reflect discussions and actions taken in associated medical staff meetings.
4. Responsible for conducting training programs and developing educational materials to ensure providers and healthcare professionals have the knowledge and skills to use the technology effectively. Responsible for mentoring and guiding staff members in effectively performing their job duties.
5. Directly responsible for technical support – maintenance and troubleshooting of facility’s technical infrastructure.
6. Primary organizational technical leader for information technology, and information technology embedded in facilities. This role focuses on planning, assessment of new technologies, deployment to ensure optimal interoperability, value creation, and ensuring all technologies are appropriately cyber secured. Manages information security aspects for organization.
7. Owns the facilitation of multi-way communication with key constituents on Information Technology matters.
8. Assists in managing, monitoring and executing the company’s portfolio of projects in relation to Information Technology.
9. Assists in identifying process improvement opportunities and challenges and communicating them to immediate supervisor for planning and action.
10. Demonstrated ability to effectively communicate information technology both verbally and in writing. Has mature understanding of current and emerging technologies and data operations.
11. Regularly meets with users, vendors, and IT staff to strategically develop/modify system specifications.
12. Supervises the development of design solutions for applications and preparation of the appropriate documentation including test data, system testing and documentation for all phases of the application development life cycle.
13. Oversees the management of projects assigned from preparing project schedules and estimates through final implementation.
14. Responsible for the security and integrity of information technologies; with a special focus on any system or technology that utilizes and stores Protected Health Information (PHI) or Personal Identity Information (PII). Ensures that the privacy of data is managed and secured.
15. Provides service support for all computer applications, telecommunications, networks, and connectivity to clinical equipment. Responsible for meeting all regulatory guidelines (such as The Joint Commission, research regulations, and others) as they relate to technology usage and support.
16. Plans and manages the implementation of new information systems and software acquisitions.
a. Provides project management leadership and/or coaching for new implementation.
b. Oversees the overall progress of IT projects, including but not limited to the development of project plans, resource identification, budgets, and project schedules.
c. Monitors time and cost to ensure projects and budgets meet established targets; coordinates technical and personnel resources to ensure project results conform to quality, time, and budgetary stipulations.
d. Communicates effectively with project sponsors, senior management, functional managers, and/or consultants regarding status of assigned projects
17. Oversees and coordinates technical and personnel resources to support technical services.
a. Provides project management leadership and coaching to members of the IT department.
b. Assures that the duties and roles assigned to technical staff are performed.
c. Manages the financial resources of the Information Technology department.

18. Participates in the evaluation, design, and implementation of systems that support end users in the productive use of computer hardware and software.
19. Works with the Corporate Chief Information Officer on long term planning and annual budgeting. Participates in the development, implementation, and maintenance of IT security policies and procedures in compliance state and federal regulations and standards.
20. Supports mentoring and coaching) in conjunction with direct supervisor.
21. Helps ensure accountability of the Information Technology Staff working at the hospital.
22. Recruits, manages, leads, develops and retains staff, in alignment with the organization structure and practices

 

Qualifications Knowledge, Skills & Abilities.
23. Reconciles conflicts within and between staff regarding resources, deadlines, and standards.
24. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
25. Participates in hospital committees and workgroups as assigned.
26. Abides by facility’s Code of Conduct and HIPAA compliance.
27. Perform additional duties as assigned.

 

 

 

Qualifications

TRAINING/EXPERIENCE
• Bachelor’s degree required. Master’s Degree preferred.
• Seven or more years of progressively more responsible healthcare information technology with 3-5 years management experience and/or 5+ years Revenue Cycle and or Clinical Systems information technology experience in a multi-facility Acute Care Hospital environment.

• Working knowledge of system application implementation, enhancement and support methods and practices.
• Thorough knowledge and understanding of information management, patient accounting financial information, dedicated departmental systems, decision support systems and office automation systems.
• Thorough knowledge of the principles and practices of systems, organization and management analysis.
• Comprehensive working knowledge of computer systems analysis and programming techniques and procedures, including: consulting with users to determine hardware, software or system functional specifications; design, development, documentation, analysis, creation, testing, coding, debugging, or modification of computer systems or programs based on and related to user design specifications.
• Working knowledge of IT standards and quality methods and metrics.
• Working knowledge of project management methods.
• General familiarity of user business practices, concepts and terminology sufficient to support the applications.
• Excellent verbal and written communication skills.
• Familiarity with PCs and related software
• Familiarity with server operating systems and general administration skills
• Ability to establish and maintain effective relationships with associates and superiors
• Ability to organize multiple job tasks and work independently
• Strong communication, organization, and project management skills are necessary for this position

EDUCATION/CERTIFICATION/LICENSE
• Advanced degree or equivalent in Information Discipline, MCSE, or related IT Experience.
